Arrow ARC to Lead VA Interoperability Work Under 5 Year Contract

Arrow ARC, a joint venture between Artemis ARC and Aptive, has received a five-year blanket purchase agreement (BPA) to provide health data interoperability services for the U.S. Department of Veterans Affairs Office of Clinical Informatics (OCI), the Veterans Health Administration office that advances the data, tools and informatics processes behind care for more than 9 million enrolled Veterans.

Arrow ARC’s work covers population health, health information exchange, the Joint Longitudinal Viewer, implementation of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, the Veteran Interoperability Pledge, plus clinical standards and terminology, all aimed at strengthening data exchange between VA and its community and federal partners.

“The Veteran Interoperability Pledge and the Elizabeth Dole Act point in the same direction: a Veteran’s health information should move as easily as they do,” said Tammy Czarnecki, Executive Vice President of Health Services at Aptive. “Our job is the practical part. The mapping, testing and workflow solutions we deliver bring multiple data sources together so clinicians see a complete picture of a Veteran’s health and care.”

OCI is adopting the Scaled Agile Framework (SAFe) across the office while VA continues modernizing its electronic health record and sustaining legacy systems. Arrow ARC’s team, led by a board-certified clinical informatics physician and including a lead terminologist, data scientists, human factors engineers and change management specialists, will plan with VA each quarter and deliver defined features in 90-day cycles.

“Every Veteran’s healthcare story exists in pieces: a Department of Defense deployment record, a surgery at a community hospital, years of primary care at VA,” said Leigh Starr, Executive Vice President for Health Services at Artemis ARC. “When those pieces connect, a clinician gets the whole picture in minutes. That means fewer repeated tests, safer medication decisions and follow-up care that picks up right where the last provider left off. It also means Veterans no longer have the burden of carrying their own history from one appointment to the next. Those are the outcomes our team will work toward every day.”

The agreement falls within the Integrated Healthcare Transformation 2.0 Indefinite Delivery Indefinite Quantity (IDIQ) contract. Under this IDIQ, Arrow ARC and partners support the Veterans Health Administration across health system transformation, implementation and operations, informatics and business services. Arrow ARC is a joint venture between Aptive and Artemis ARC, bringing an agile, mission-first mindset and a strong track record of delivering practical, high-impact solutions across the federal health sector.
